Linkages Today

The Linkages evaluation portfolio—spanning the 1.0 Final Evaluation Report (2011), the Linkages 2.0 Theory of Change, Logic Model, Service Recipient Survey results, and the 2022–2025 Evaluation Outcomes Report—provides a comprehensive evidence base demonstrating that coordinated case planning between CalWORKs and Child Welfare strengthens family well‑being. Families report clearer expectations and improved access to resources, while workers describe more consistent communication and referrals. Despite variation in county implementation and documentation practices, Linkages continues to show strong promise as a model for preventing maltreatment, supporting CalWORKs participation, and promoting reunification, with opportunities to deepen fidelity through continuous quality improvement and further research.
